Kirsters Baish| On Friday, President Donald Trump signed the huge $1.3 trillion omnibus spending bill. He publicly denounced the “wasteful spending” and the “giveaways” that the Democrats had shoved into the legislation. He also stated that he would never sign another bill like this one again.
A lot of conservative Americans were upset about the ridiculous spending bill. Perhaps the worst thing about the bill is the continued taxpayer funding for abortion provider Planned Parenthood and sanctuary cities. It also seemed as though the Democrats totally stopped President Trump’s work towards building a border wall between the United States and Mexico. He was given a measly $1.6 billion towards repairing existing border fences.

The lone obvious bright spot of the spending bill was the ample funding — more than had been requested actually — for the military, which Trump repeatedly made note of.
But while many set their hair on fire and appeared to jump off the Trump train in dismay as Democrats cheerfully crowed about how they had stymied a major part of Trump’s agenda, others kept a level head and began to dig deep among the 2,200-plus pages — and all referenced statutes mentioned therein — in search of some hidden reason why the president had signed this bloated spending bill into law instead of sending it back with a veto.
That search was bolstered somewhat by a letter sent on Saturday from the White House to both chambers of Congress which cited a specific statute from the funds-governing 1985 Budget Control Act in relation to a specific section of the new spending bill and declared that certain funding had been designated as an “emergency requirement,” which some believe grants the president legal authority to shift funds around and prioritize spending — or even not spend at all — certain funds in relation to declared emergencies, in this case specifically as they pertain to national defense.
People began to theorize that President Trump had hidden funding for the border wall within the bill. The New York Post reported that while the signing ceremony was taking place on Friday, President Trump had said, “I want to address the situation on border security, which I call national defense. I call it stopping drugs from pouring across our border. And I call it illegal immigration. It’s all of those things.”
Trump continued, “But national defense is a very important two words. Because by having a strong border system, including a wall, we are in a position, militarily, that is very advantageous.”
Trump tweeted this past Sunday, “Because of the $700 & $716 Billion Dollars gotten to rebuild our Military, many jobs are created and our Military is again rich. Building a great Border Wall, with drugs (poison) and enemy combatants pouring into our Country, is all about National Defense. Build WALL through M!”

Some people have taken this to mean that Trump meant to immediately start building the border wall by using military funding, possibly through the United States Army Corps of Engineers. He has called the drug problem in our country in the past a “national health emergency.” He noted border security as being part of “national defense.”
On top of that, U.S. News and World Report published an article in July of 2017 which supported the theory that Trump would utilize military funding as well as the Corps of Engineers in order to build the famous border wall he has been talking about.
This article explained that the House Rules Committee had taken on an amendment to the Department of Defense appropriations bill for Fiscal Year 2018. This stopped Defense funds from being used for construction of the border wall, which in turn meant that those same funds could be used for “national defense.”
If it is true that Trump figured out a loophole in order to gain funding for the border wall, then he is even smarter than we originally thought!
